ESTHER L. LEHMAN

Esther L. Lehman is the President and CEO of Capitol Business Solutions (CBS).  Esther holds an MBA in Accounting and Finance and is a CPA with over 25 years of experience in financial management, 15 years exclusively in U.S. Federal Government financial management.  She has knowledge and experience in the budget formulation, management and execution, and reporting of Appropriated Authority, Reimbursable Authority, Revolving and Enterprise Funds, Credit Reform Programs and other Financial Assistance Programs, Grant Programs, Investment Authority, Contract Authority, Transfers, and Trust Fund Allocations.

Prior to founding CBS, Ms. Lehman held key financial management positions at Ralston Purina Co., Welch’s, and MCI Technologies.  Ms. Lehman’s sole dedication to U.S. Federal Government financial management began in 1997 when she became a partner in Edge Business Services, a small woman-owned consulting firm with several Federal agency clients.

In 2000, Ms. Lehman founded Capitol Business Solutions, Inc. and put together a group of talented professionals with the knowledge, experience, and conceptual understanding of Accounting, Budget, and Financial Management, and other administrative processes within the U.S. Federal Government Framework to aid agencies to effectively manage resources and report results.

Under Ms. Lehman’s leadership CBS has assisted multiple Federal agencies of varying size and complexity to continually achieve financial management success in a period of rapidly-evolving, and increasingly rigorous, legislation and guidance with the aim to improve U.S. Federal financial management systems and processes, transparency, and accountability.  Her experience with small agencies, not just large agencies, has provided insight into the unique financial management and administrative challenges that small agencies face to meet compliance requirements with limited resources.  Her experience with Federal agencies of varying sizes and complexity, combined with her knowledge and understanding of the very specialized field of U.S. Federal Government financial management has enabled CBS to deliver scalable, clever, and efficient solutions in a continually evolving environment with ever-changing requirements.

Dayton, a graduate of the National Law Center at George Washington University and licensed to practice law in the District of Columbia and Virginia, is the founder and President of Capitol Business Solution’s Aviation Group.  The Aviation Group was formed by Mr. Lehman to assist clients seeking advice on aviation regulatory issues, particularly those involving consumer protection, compliance and enforcement, and licensing.

Dayton retired from his position as Principal Deputy Assistant General Counsel for Aviation Enforcement and Proceedings with the Department of Transportation after 38 years of federal service. 

With the Office of Aviation Enforcement and Proceedings, Dayton supervised a staff of 40 attorneys, transportation industry analysts, and support staff in monitoring compliance with and investigating violations of DOT’s aviation economic requirements, including consumer protection, civil rights, public charter operations, air charter broker activities, and unauthorized operations issues involving U.S. and foreign carriers, and in providing the legal review for the licensing of new airlines in the U.S.  

Dayton has worked on every major aviation consumer protection compliance and licensing matter before DOT the past two decades, including the implementation of civil rights protections for air travelers, the evolution of the industry due to the Internet, in particular advertising of air transportation and air tours as well as the use of social media sites in marketing air transportation, and the comprehensive aviation consumer protection measures enacted by DOT over the past few years.

Dayton also has represented DOT’s Office of the Secretary on various issues involving Part 135 commercial and Part 91 private aviation including being its principal representative on FAA’s Fractional Ownership Aviation Rulemaking Committee as well as on the FAA’s Part 125/135 Aviation Rulemaking Committee.  He has extensive speaking experience at industry conferences involving all of the Enforcement Office’s functions.
